Francisco Rodriguez One of Francisco's greatest passions regarding government is our foundational document, The Constitution. Within this document are the guiding principles for state and national government, and therefore it stands as a plumb line for governing. Owing to the importance of the constitution, Francisco is an active member of the Constitution Committee of the United States. Additionally, Francisco is part of the advisory board for the West Palm Beach Chapter of the James Madison Institute.

Platform

Life

The course of existence or sum of experiences and actions that constitute a person's existence. You are not alive because a group of people decided to grant you life; you have life because you were brought into the world as an individual. Your life and mere existence is independent of the federal government.

Property

Everything you own and anything else you have earned belongs to you. Whatever investments you have made or possessions you have acquired are yours so long as you have not taken them from someone else. Property is a right that you have because you have life.

Liberty

The freedom to do what you will with your life and property in order to bring your life meaning. You may wish to be charitable and help the needy or you may choose to use your money to start a business. If you have Liberty, you can work to the best of your ability to do either or both. Liberty gives you the ability to make choices.

The 10th Amendment Resolution

The 10th Amendment - “The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.”

The Constitution of the United States was written to limit the power of the Federal Government (See Article 1 Section 8, Article 1 Section 9 and the 10th Amendment). The fact that no Federal official signed the Constitution reminds us that the State of Florida and the people of Florida have more power than the Federal Government regarding decisions dealing with our personal lives. When elected to office I will fight to tame the Federal Government and bring it back to its Constitutional limits. The 10th Amendment is the most effective way to bring you control over your life and to affect change in your state and community.

Economics (Money, Products and Services)

  • Article I Section 8: “Congress shall have the power….To coin money, Regulate the Value Thereof, and of Foreign Coin, and Fix the Standard of Weights and Measures”
  • Article 1 Section 10: “No State shall…shall make any Thing but gold and silver Coin a Tender in Payment of Debts…”
  • Economic difficulties remind us that we need to have a sound money system at the State and local level. My goal is to support local businesses in order to limit importing of goods and outsourcing of jobs, in order to restore monetary stability to the individuals and community banking institutions. Being that local banking systems do not accept money from the Federal Reserve, they are minimally affected by the nationwide boom and bust cycles, thus providing individuals and local businesses sustainable opportunities of borrowing and lending.

Education

  • The 10th Amendment makes it illegal for the Federal Government to fund education.
  • The Federal government does not own your children. I support giving parents the choice of where their children attend school (or even to home-school). A child’s future should not be in the hands of lobbyists and 535 people in Congress. Article 1 Section 8 and 9 tell you what the Federal government can and cannot do, and the federal government cannot fund our schools. Any taxes that are used for funding schools should be repealed and given back to the parents so they can decide the best education environment for their children. Education is the individual, family, community or state’s responsibility, NOT the Federal government’s responsibility. As a Florida Representative, I would like to increase school choice for families to elect the best fit for their child.

Energy

  • Energy is a product or service that is not allowed to be provided or regulated by the Federal government according to the US Constitution, therefore we must defer to the 10th Amendment making energy a state, community or family issue, NOT a Federal issue.
  • Business innovation is constantly reinventing cheaper and cleaner energy sources. However, the federal subsidies, regulations or “insight” the government implements impedes creativity. Remember corn ethanol? It was subsidized by the Federal Government. It actually took more fuel to make the ethanol than the ethanol produced. Corn ethanol is not sustainable and neither is Federal Regulation of Energy. Returning to the free market for innovation in energy will provide us with a variety of ideas just as it did before the government was involved. Each area of the country including Florida may have unique opportunities for energy not available to the rest of the country. As your representative to at the Florida House I want to help communities enjoy creative ways to produce safe, sustainable and environmentally friendly energy.
  • Privacy and Personal Liberty
  • Amendment 4 “The right of the people to be secure in their persons, houses, papers and effects, against unreasonable searches and seizures, shall not be violated and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched and the persons or things to be seized.”
  • The Constitution was written to restrain the government, but never the people. The government should have no access or the ability to store personal data without a “probable cause”. We as Floridians must stop the state of Florida from implementing a Federal mandate of using “standard identifier” on driver’s licenses. The “Real I.D. Act”, a recent attempt by the Federal government to invade privacy, should never be allowed in our state. As a Florida State House Representative I will actively work against any such attempts by the government, federal or state, to invade your privacy.

Health Freedom

  • The Constitution doesn’t allow the Federal Government to play any role in your health. However, some time ago, the Federal government decided to put corporate interest ahead of you and your doctor. They now seek to give more government control as a solution to corporate medicine which they originally implemented. If there is a health need today it is to allow individuals to control their health by providing direct communication with their doctors, direct payments for medical care, and access to any and every potential medical treatment. Doctor’s spend so much time and resources trying to collect money based on a government mandated corporate system that it has debilitated the ability of the doctor to have time and resources for their patients. It makes no sense to keep your health decisions firmly in the hands of 536 men (Congress + the President) who should never be allowed to make a decision that affects the health of hundreds of millions of people, including you.

Dietary Supplements and Alternative Treatment

  • You and your health care provider should be allowed to use any methods to diagnose, mitigate or treat your condition or disease. The use of dietary supplements, foods, nutritional programs, or drugs, should not be restricted by government officials, regulatory bureaucrats or lobbyist of corporations.
  • By removing government restriction on health we can make the people of Florida as healthy as they can be rather than as healthy as the government allows them to be.
  • As your representative, I will do everything in my power to stop the actions of a run-a-way FDA that has done so much harm to so many people through the approval of Genetically Modified Organisms (GMO’s), dangerous drugs, pesticides, and other chemicals leading many to believe that these are indeed safe.
  • I also oppose forced vaccinations and will do everything in my power to preserve the personal right to avoid mandatory vaccines in the State of Florida.

The Second Amendment – to protect you from a criminal government, not written for hunters

  • Amendment 2 – “A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.”
  • I believe in your right to defend yourself. It’s immoral that only criminals and government can carry guns. As your representative, I would protect your right to have a weapon that you felt was necessary to defend yourself and others in your home and community.
